The Deputy Speaker, Thomas Tayebwa, has asked ministers to submit their Ministerial Policy Statements in a timely manner, in order to enable Parliament execute the budgeting process effectively.
“The deadline for submission is 15 March 2025. This is a statutory deadline that is clearly stipulated in the PFMA and in our Rules of Procedure. We shall not accept any policy statements submitted after the deadline,” said Tayebwa while chairing the plenary sitting of Parliament on Wednesday, 05 March 2025.
The Deputy Speaker cited previous cases of accounting officers who delayed to submit their ministerial policy statements, and warned that such delays impede business of the House.
“I do not expect any accounting officer to disturb the Minister [Finance] to run to the Office of the Speaker to be helped. I request the Minister to ask the PSST to write another reminder to all accounting officers, because we take it for granted that they know the deadline,” Tayebwa added.
He tasked the Minister for Finance to avail all copies of the ministerial policy statements to respective Committees of Parliament, to ensure their timely and adequate consideration.
